REPORT ON TRAINING PROGRAMME ORGANISED BY EDO STATE GOVERNMENT FOR TRAFFIC CONTROL OFFICERS AND YOUTH EMPLOYMENT SCHEME (YES) PERSONNEL IN THE MINISTRY OF TRANSPORT, EDO STATE

The Edo State Government has declared its vision to establish a world class transportation system through a deliberate implementation of a well guarded transportation policy.
The State Governor, Comrade Adams Oshiomhole made the declaration at the opening of a training programme for traffic control officers deployed to the State Ministry of Transport in Benin City.
The Governor who was represented by his Deputy, Dr. Pius Odubu said it was in realization of the objective that some major roads in Benin City were being reconstructed in readiness for intra-city mass transit programme to provide easy movement for the people of the State at minimal cost.
According to the Governor, the training could not have come at a better time than this against the backdrop of public compliant about the crude manner the enforcement of traffic control was being carried out in the State.
He however, commended officials of the Ministry of Transport for their effort in bringing sanity to many roads in Benin City which hitherto constituted bottle-neck to free flow of traffic.
In a good will message, the State Head of Service Dr. Simeon Imuekhemhe represented by the Permanent Secretary Establishment and Training, Mrs. Adesuwa Kupolati remarked that the training programme was to acquaint the traffic control officers with the rudiments of traffic control.
He said as public officers, they should imbibe the spirit of discipline at all times in order to promote the ideals of good governance which is the hallmark of the Oshiomhole administration.
In an address of welcome, the Commissioner for Transport, Barr. Lucas Okojie emphasized the need for effective traffic control in a growing economy like ours where vehicular traffic is on the increase.
He said a lot of skill was required to meet with the challenge hence the training programme was put together to equip the participants with the basic tools of traffic control.
Also speaking, the Permanent Secretary, Ministry of Transport, Dr. Irekpono Omoike disclosed that participants at the training programme would form the core of the Edo State Transport Management Agency.
He said although many of them were already performing traffic control duties in the State, they still needed the training for effective and optimum performance in their primary assignment.
Dr. Omoike commended the high quality of resource persons that have been put together to impart the relevant knowledge and skills to the participants.
The training which held from the 12th day of April, 2010 to 21st April, 2010 at the Royal Hall, Oba Akenzua II cultural Centre, Airport Road, Benin City featured lectures on: Introduction of Traffic Management , Effect of Alcohol in Service Delivery, Stress Management, Emergency Rescue Management, Traffic Control and De-congestion Technique, fundamental human right practice, official corruption and abuse, traffic incident management, communication techniques, parties to offenders and a lot more. Drillings were given to the participant on a daily bases.
At the end of the programme, the participants were given an examination to test their knowledge and what is expected of them as Traffic Control Officers.
The facilitators of the training programme from Lagos State Traffic Management Authority LASTMA were led by Rt. Commissioner of police, Mr. Young Arabamen the Chief Executive Officer LASTMA. About 200 Youth Employment Scheme employee and vehicle inspection officer attend the training.
