Born in September 24, 1960, Ogie attended Eghosa Grammar School, Benin City and University of Ife (1981-1985). A Solicitor and Advocate of the Supreme Court of Nigeria, was called to the Nigerian Bar in 1986 and until his appointment he was the Secretary to the Oshiomhole Campaign Organization.

He attended the Southern University, Baton Rouge, U.S.A where he secured a Bachelor's degree in Civil Engineering. he is a member of the Nigerian Society of Engineers and has attended several courses in engineering and management training.
