DEPARTMENTS IN THE MINISTRY

 

DEPARTMENT OF ADMINISTRATION AND SUPPLIES


All personnel matters including
  • Appointments;
  • Posting;
  • Deployment;
  • Promotion and Advancements;
  • Training;
  • Petitions;
  • Discipline;
  • Leave matters;
  • Processing of resignation, withdrawal, retirement, death benefits
  • Staff welfare.
  •  

    (b) Participation in the preparation of Annual Recurrent and Capital Estimates

     

    (c) Establishment proposal and vacancy returns;

     

    (d) Covering of meetings;

     

    (e) General Correspondence (Memo, etc);

     

    (f) Board of survey and Enquiries;

     

    (g) Security matters;

     

    (h) Maintenance of Government physical Assets, including vehicles, office equipment, buildings, furniture, fittings and transportation matters;

     

    (i) General Purchase;

     

    (j) Utility Services - Electricity, Telephone and Water;

     

    (k) Accommodation;

     

    (l) Sanitation;

     

    (m) Rendering of Return as and when due;

     

    (n) Supervision of Stores;

     

    (o) Any other duties that may be assigned;

     

     

    DEPARTMENT OF FINANCE AND ACCOUNTS

    •Finance Division (Budget)

    • Preparation of Annual Estimate;
    • Budgeting;
    • Budgetary Control;
    • Liaise with the Ministry of Finance, Budget and Economic development and Office of the Accountant-General.

     

    ACCOUNT DIVISION:

    • Setting up of Accounting System;
    • Preparation of annual Appropriation Account;
    • Control and Supervision of the Account Section.
    • Preparation of payment vouchers;
    • Salaries and Wages;
    • Overheads and Capital Payment;
    • Control and Maintenance of Accounting Records, Books of Accounts, and Books of Assets.
    • Setting up of a Control System of revenue collection;
    • Projecting and Forecasting Revenue Position;
    • Maintenance of Revenue Records and Control;
    • Submission of Returns to the Office of Accountant General and
    • Rendition of monthly Revenue Statement of the Ministry and Revenue Chart for Progress Analysis;

     

    OTHER FUNCTIONS:

    • Processing of Approvals for Release of Fund;
    • Ensuring that Approvals are in line with Financial Regulations
    • Attending to all other matters as they arise;
    • Financial Adviser to the Ministry, Boards, Extra Ministerial Department etc. on issues that Boarders on Finance;

         

        Department of Special Duties

        • Preparation of an inventory of Solid Minerals in the State;
        • Liaison with the Federal Government Committee (Mineral Resources and Environmental Management Committee) on Mineral Resources in the State.
        • Organization of Miners/Stakeholders’ forum annually to provide ample opportunity for interaction between those involved in solid mineral activities with a view to informing the state Government of their problems;
        • Participation in major International Trade Fairs Investment Forum and Seminars to present or showcase the State’s Solid Mineral resources to interested investors;
        • Identification of Quarries/Burrow Pits;
        • Collection of Haulage Fees/Road Taxes from tippers, Lorries, trailers hauling Solid Minerals from Quarries and Borrow Pits located in Edo State to various destinations in and outside the State.

           

          Department of Oil and Gas

          • The development of Oil and Gas investments in the state, especially relationship with Multinational companies;

          • Supervision of the Edo State Oil and Gas Producing Areas Development Commission;

          • Liaison with the relevant Federal Government authorities on the control and effective methods of tackling the problems of coastal erosion, oil and gas pollution, spillages and other environmental problems in the state;

          • Ensure fair and equitable distribution of developmental projects in the Oil and Gas producing areas of the State as proposed by the Oil and Gas Commission;

          • Enlighten the Communities in the Oil and Gas producing areas of the State on the functions, policies and activities of the Ministry;

          • Execute such other works and projects and perform other functions which in the opinion of the Ministry are necessary for the sustainable development of the Oil and Gas producing areas of the State;

          • Liaise with the Companies Operating in the Oil and Gas Producing Areas of the State to ensure that they meet their social responsibility to the Host Communities;

          • Liaise with Niger Delta Development Commission for the overall development of the Oil and Gas producing areas of the State;

          • Promotion of good Community Relations in the Oil & Gas Producing Areas of the State;

          • Monitoring of the sales and distribution of petroleum products in the State;

          • Check mating the activities of pipe line vandals in the State;

          • Ensuring that petroleum products are not adulterated;

             

            Department of Research, Planning & Statistics

            • Taking inventory of all Oil Fields/Wells in Edo State;
            • Establishment of a comprehensive list of Multi-National Companies operating in the Oil and Gas Areas of Edo State;
            • Maintenance of accurate monthly records of crude Oil and Gas production in Edo State;
            • Relating with Department of Petroleum Resources of the NNPC to ensure that records of production as it relates to Edo State are accurate;
            • Analyzing and interpreting statistical data;
            • Assisting in organizing training program;
            • Initiating projects and programmes;
            • Policy formulation and analysis and project evaluation.
