   EDO SEEFOR PROJECT

The Edo State Employment and Expenditure for Results, SEEFOR, Project is International Development Association ID assisted project in Edo State. Edo is one of the four pilot States for the project among Delta, Bayelsa and Rivers states. Edo State is benefitting from this project because of the need for IDA to complement the laudable achievements of Comrade Adams Oshiornhole in the area of youth employment, infrastructure development and intensive generation of revenue and prudent management of resources.

Edo State has been chosen along other states within the Niger Delta region to benefit from youth based intervention programme. At the end of the programme not less than 16,100 unemployed youths would have been trained in areas such as Technical and Vocational Education (TVET) as well as in other areas such as hairdressing, Fashion Designing, Catering, ICT.

The project focuses on employment opportunities and access to socio economic services which include: 

  •  Youth employment through small public works contracts;
  • Grants to public technical and vocational training centres for youth training;
  •  Grants for community driven development initiatives

Also on public financial management reforms by supporting reforms and capacity building in PFM agencies including regulatory reforms, audit, financial management information and systems, public procurement and tax administrations. 

Under the SEEFOR funding, Edo State will have a rare opportunity to benefit in the area of public financial management in a novel way. These include accountability, expenditure control, financial legislation and strengthening the capacity of the Ministry of Finance and Office of the Accountant- General as well as integrated Financial Management Information System. 

According to the IDA, Edo State is benefitting in this regard from the SEEFOR Project because of the state's willingness to reform key institutions of the state for better service delivery. 

The European Union has also indicated interest to support Edo State Government and other three Niger Delta states under the SEEFOR platforms with a total sum of Eighty Million Euros as grant. The grant is to support the on-going reform programmes especially the innovative transformation in Edo State under the administration of Comrade Adams Aliyu Oshiomhole.
