PROJECTS OF THE MINISTRY OF WORKS

• ROADS AND BUDGET PLANNING
The ministry of works in the first quarter of 2009 worked closely with the Ministry of Environment/Public Utilities and other vital government agencies to put together a list of roads that would be constructed in the current budget year. In the appropriate subhead, a total pf 73 roads selected from Benin City and the three senatorial districts were approved for a budget provision of N14, 608, 682, 000.00. While government intends to construct these roads, government also ensured that the worrisome environmental problems of flooding and erosion in the vicinity of the roads are solved by providing funds in the 2009 budget for erosion control.


 

• BUDGET ACTUALIZATION
It is generally well known that not much road works can be carried out during the rainy season. This not withstanding, the Ministry of Works has carried out rehabilitation works on 14 selected roads. The roads recently rehabilitated by the Ministry’s direct labour are as follows:

• Dawson Road
• Wire Road
• Aideyan Street
• Ben Oni Street
• Obakhabhaye/Oba Market Junction Road
• College Road
• Agadagudu Street
• Boundary Road
• Uwa Street (by 2nd East Circular Road)
• Universal-Oghobaghase Technical College Road
• Giwa Amu Road
• Jemide/Akhionbare Street

Rehabilitation of the named roads are being undertaken at a cost of about N130 million. Another batch of selected failed roads will be awarded for rehabilitation as soon as these are fully completed. Meanwhile, the rehabilitation of New Lagos Road, by Eghosa/Okhoro Junction to create a smooth and motorable road after successfully desilting the drains and manholes around the area to ensure easy flow of storm water will commence shortly.

 

• AWARD OF CONTRACTS TO CONSULTANTS TO GENERATE DESIGN DATA AND PRODUCE WORKING DRAWINGS TO ENABLE GOVERNMENT COMMENCE  THE CONSTRUCTION OF MAJOR ROADS/FLOOD CONTROL STRUCTURES    
In March, 2009, Government invited tenders from reputable contractors/consultants for the design of the major Benin City roads/drains approved in the 2009 budget. This is against the background of this administration’s resolve to adequately plan and design roads and flood control structures before they are awarded to contractors for construction. Contractors/Consultants were invited to submit design proposals. Proposals submitted by contractors in response to the invitations are being analyzed and the successful contractor will commence work shortly. The data that will be generated from the studies will enable government to finalize the award of contracts to construct the affected roads in September, 2009.

 

• QUICK WINS
We are aware of the expectations from the citizenry, for government to deliver quickly, the dividends of democracy. The comrade governor has however repeatedly said that this administration will deliver good quality and durable infrastructure to the people and will not repeat the mistakes made by past administrators by embarking on road construction works without adequate design. We all know the result of such experience. This administration, will among other things, adequately plan its projects before commencement of construction. This is very much the case with road construction. The need for planning and design, to ensure that mitigating factors including deflooding of the roads are taken into account, cannot be overemphasized. We have however selected some roads that do not require much design efforts and have decided to commence constructing them without delay. These roads are: Five Junction (Midwest Street, Iheya Street, 3rd Cemetery Road, Ivbiye Street), Siluko Road (Phase 1) and Constain/Isonorho Road. Government has invited and received tenders from contractors to be engaged in the projects. These tenders are currently being analyzed.


 

• SPILLED OVER CONTRACTS

You will recall that the Governor invited all contractors executing projects for the state government for discussion at inception of this administration. Contractors were advised to return to site to complete their projects. Only the contractors handling the construction of Okhoro Road and St. Saviour Road returned to site. This administration has supported the contractors and as at today, rapid progress has been made on the projects, giving visible signs of relief to residents and commuters in these areas. This administration will continue to do this where value for money is enhanced.
