PROFILE

Dr. Simon Omoka Imuekemhe was born in Ikabigbo- Uzairue in Etsako West Local Government Area of Edo State.
He attended Demonstration Primary school Uzairue, Our lady of Fatima Grammar School and the University of Ibadan where he bagged the Bachelor of Medicine, Bachelor of Surgery (MBBS). He is a fellow of the West African College of Physician (Pediatrics) (FNMCP)

FUNCTIONS OF HEAD OF SERVCICE

The office of the Head of Service in the State was created in February 1999
in accordance with the directive of the Federal government on the Restructuring of                                     
the Civil Service. Prior to 1999, the functions of the Office of the Head of Service are clearly Spelt out in circular letter No. SGA.7/5T5/2000 of 10th February 1999 the functions includes:-
(i)      Providing leadership and direction to the civil service and maintaining high moral, spirit de corps and good image of the Civil Service.
(ii)      Fostering Professionalism amongst civil servants;
(iii)     Advising the State Chief Executive in consultation with the Chairman of the State Civil Service Commission on the appointment and deployment of Permanent Secretaries;
(iv)     Promoting good relations between Commissioners and other political office holders on one hand and Permanent Secretaries on the other hand;
(v)     Career development of all senior management staff on grade level 13 and above including training schemes for such officers;
(vi)     Establishment Matters of the Civil Service;
(vii)    Providing Management services to the Civil Service;
(viii)   Personnel records and statistics to the Civil Service;
(ix)     Civil Service Pension Scheme;
(x)     Staff salaries, wages and allowances of Civil servants;
(xi)     Civil service training institutions;
(xii)    Attendance at the State Executive Council Meetings;
(xiii)   Coordinating industrial relationship in the Civil Service and providing the secretarial for the Public Service Negotiating Council;
(xiv)   Civil Service welfare matters;
(xv)    Allocation of Office and Residential accommodation for Civil Servants;
(xvi)   Providing Staff for newly established and ad-hoc bodies;
(xvii)  Managing the following offices headed by Permanent Secretaries;

  • Public Service Matters in the Directorate of Administration;
  • Directorate of establishment and Management services and Manpower Development; and
  • Pension Board

(xviii)  Liaison with State’s Heads of the Civil Service.

The directorate of Central Administration handles all Public Service Matters, Establishment and Management services takes charge of establishment and training matters while Pension Board handles matters relating to Pensions. These Directorates are headed by Permanent secretaries who report to the Head of Service.
