BRIEF HISTORICAL BACKGROUND OF THE COMMISSION
The Edo State House of Assembly Service Commission was established consequent
upon the passage of Bill H.A. No.5 into Law by the Edo State House of Assembly on
28th February, 2001 and assented to by the former Executive Governor of Edo State Chief
Lucky Nosakhare Igbinedion on 18th June, 2001. The pioneer Chairman and Members
were sworn in on 16th January, 2002.
However.the Chairman and members were sworn in for a period of five years but on part-time basis.
MEMBERSHIP OF THE COMMISSION
The Chairman and Members sworn in were as follows:
(i) Engr. Adams C. Okoene Chairman
(i i) Mr. Paul E. Idahosa Member
(i i i) Mr. Johnson O. Ibizugbe Member
(iv) Hon A.E. Asemota (jP) Member
(v) O. Omosotome (Esq.) Member
(vi) Mr. U.U. Ikhide Member
(vii) Mr. A. A. Esene Member
However, Barr. Philip E. Osagie who was appointed as the Executive Secretary of the Commission
was responsible for the daily administration of the Commission.
At the expiration of the tenure of the pioneer members on the 15th January, 2007, the
Commission was reconstituted on the 26th February, 2007 on part time. Consequent upon the
amendment of the original law establishing the Commission by the Edo State House of Assembly
that was subsequently assented to by the then Executive Governor of Edo State Prof. O. Osunbor
on the 8th of October, 2007, the Members who were hitherto sworn in as part time members had
their appointments committed to full time.

On the 17'h January, 2007, Mr. Pius Aikhuemenio was appointed as the Executive
Secretary to the Commission. He is responsible for the day to day administration of the
Commission as well as the Chief Accounting Officer.
Again the Commission witnessed a change in the composition of membership following
the change of leadership of the Edo State House of Assembly which took place on zz"
On the 31st of March, 2010 members of the newly reconstituted commission
were sworn in by the Executive Governor of the Edo State, Comrade Adams Aliu Oshiomhole,
The members included the following:

2. Barr. Enaboifo G.O. member
3. Hon Asemota, Julius Ashuma Member
4. Barr. A.Abbas Member
5. Engr. Adanenen, O. Sunday Member
6. Mr. GoddyTseumah Member
7. Hon. GoodluckOkhuaherobo Member
The Chairman and Members immediately assumed duties. At this juncture it is important to state
briefly that during the year under review the commission carried out verification of certificate of
members of staff of the Edo State House of Assembly. During the exercise, some officers were found with fake certificates having verified same from the various institutions attended by the affected officers. This exercise however has brought sanity to the system.
The Commission being disposed to the welfare of the staff embarked on promotion exercise with a
view to elevating officers who were found due. The announcement that there would be promotion
examination to be conducted by ASCON, some measures of resistance were put up by workers. In
the face of the high pressure agitation by workers, the Commission however adopted a pacific line
of action by making it clear that the examination was designed not to witch haunt anybody but to .
encourage learning and understanding the job they perform daily.By and large a good percentage of the officers who were due for promotion participated in the examination and consequently elevated to the next grade respectively. The operations of the Assembly Service Commission and that of the Edo State House of Assembly Complex, King's Square Benin City are well illustrated in the organograms shown below.
